Illegal alien accused of violent rapes was deported 20 times


An illegal immigrant, with a lengthy criminal history and 20 deportations, has been accused of violently attacking two women in Northeast Portland, sexually assaulting one inside her home and raping a second victim at knife point in the basement of a parking garage, according to court records.

Sergio Jose Martinez, 31, allegedly broke into a 65-year-old woman’s bedroom on Monday morning, where the victim claimed he repeatedly told her to “shut up,” took her phone, then blocked her bedroom with a table.

The woman told police that Martinez ordered her to lay on the ground, then tied her up with scarves and socks, according to an affidavit filed Wednesday. The assailant then left her bedroom for a short time before returning to sexually assualt her, and threatening to kill her throughout, the affidavit said.

The court documents state that he punched her in the face several times and slammed her head against the floor. After the brutal attack, he then took off with her keys, phone, car, and debit and credit cards.

Police official tracked the woman’s phone and located her stolen car near Southeast Stark Street and 99th Avenue on Monday afternoon, reports Fox 12 Oregon.

Only a few hours later, Martinez was armed with a knife and assaulted another woman in a basement parking garage while leaving work around 7 p.m. He instructed her to get into her car, then proceeded to follow her in, the affidavit said.

The Oregonian reports:

The woman escaped from the car, the affidavit said, then Martinez tackled her and bashed her head into the ground. The woman fought back and screamed for help. When people started to come into the parking garage, Martinez tried to drive off in her car but could not.

Martinez fled the scene on foot and led police on a chase through a Portland neighborhood before being he was caught and arrested on charges including first-degree robbery, burglary, kidnapping, and second-degree assault.

He was later found to have an extensive criminal record dating back to 2003 and a history of mental health issues including bipolar and borderline personality disorder, according to KOIN 6. He also admitted to using meth and heroin on a regular basis.

Martinez had been deported to Mexico 20 times and had at least five probation violations from re-entry, according to Multnomah County court documents. He was most recently deported in November 2016. Within a few days, he was back.

The Oregonian reported that federal immigration agents had lodged a detainer on Martinez in December 2016, but local authorities released him on December 8 without notifying immigration authorities.

“Oregon law prohibits public agencies from spending money, using equipment or enlisting personnel to enforce federal immigration law,” the Oregonian reported.

Lt. Chad Gaidos of the Multnomah County Sheriff’s Office, said in an email, “MCSO is committed to ensuring we comply with all federal and state laws that govern local public safety agencies with regard to enforcement of immigration policies.”

Martinez appeared in court Wednesday and pleaded not guilty to assaulting the two women.
