According to authorities, Victor Francisco Michel-Lara, an illegal immigrant who returned to the United States after being deported, is accused of raping a 7-year-old girl. The defendant stands accused of assaulting the child “thousands of times.”

Michel-Lara’s arrest report indicates the 32-year-old resident of Cedar City, Utah, faces two first-degree felony charges of rape of a child. He was arrested Sunday and has since been placed on an immigration detainer.

A probable cause statement, filed in the 5th District Court Monday, says the alleged victim reported Michel-Lara had molested her “many times,” and had raped her “thousands of times” over the last six months.

According to a report by the St. George Daily Spectrum, Michel-Lara has admitted to inappropriately touching the girl, but only accidentally. Michel-Lara blamed the victim, saying he contacted her genitalia on two occasions when he’d rubbed lotion on the girl.

“He stated that she moves around a lot with the lotion making his fingers slippery (and) they accidentally slipped into her vagina,” an investigator wrote in a police report.

The alleged rape was also accidental, according to Michel-Lara. The newspaper reports that he said the rape happened when the two were “rough housing” and “jumping around” after a shower, but that the contact wasn’t intentional.

According to police, Michel-Lara is in the country illegally. Previously arrested on other charges, he was deported back to Mexico and has illegally re-entered the country. According to the Cedar City Police Department, Michel-Lara could face additional charges of aggravated re-entry into the United States.

Michel-Lara is being held on $200,000 bail, as he is considered a flight risk. The alleged victim’s mother told police she suspected he’d been planning a trip to Washington.

Michel-Lara is being held at the Iron County Jail.
