The voter ID law in Texas has been ruled to be illegal for the second time in two years.

A federal judge’s ruling claims that state lawmakers in the GOP-heavy state intended to discriminate on racial grounds when the law was first approved in 2011.

The federal judge first overturned the voter ID law in 2015, but an appeals court asked the judge to reexamine the case. The judge’s latest ruling now stands.

After the past few elections, Texas is showing signs of heading towards being a more moderate state as more votes are being cast for Democrats.
