The Youth Rehabilitation Act, enacted by the infamous “Crack head” Mayor Marion Barry allows hundreds of felons to avoid prison and continue to commit crimes on the streets of Washington D.C.
The Judicial Watch stated that this 30 year old law, originally implemented to protect young African American youths from being stigmatized and traumatized by a prison sentence for their violent and heinous crimes, was supposed to help rehabilitate them.
The Youth Rehabilitation Act was enacted in 1985 in Washington D.C. by Mayor Marion Barry, who resumed his political career after serving time in prison. While in his third term as D.C. mayor in 1990, Barry was caught on FBI surveillance video smoking crack and subsequently got convicted on drug charges.
The Youth Rehabilitation Act offered the arrested felons a chance to avoid prison by allowing judges the power to assign them to rehabilitation programs instead of sentencing them to stiff prison sentences for crimes like gun possession or felony drug dealing.
There are numerous cases of judges in Washington D.C. involving sentences handed out to the arrested felon, that were way below mandatory minimum sentence guidelines, originally written to curtail violent criminals. More times than not, the released felons have paid back society by increasing their violent crimes upon release.
A disturbing series published by Washington D.C.’s mainstream newspaper reveals how hundreds of criminals who received lenient sentences under the measure have gone on to rob, rape or kill. The newspaper investigation found that “hundreds have been sentenced under the act multiple times.”
President Obama’s administration has also added to the recidivist problem by signing into legislation a law supporting relaxed drug crime sentences which the president felt discriminated against minorities. The Obama administration felt that blacks were disproportionately arrested and sent to prison for longer times than everyone else.
Both these liberal laws have totally undermined the strict drug and gun laws that were enacted back in the 1980’s when America was riddled with crime, drugs, and violence, mostly due to the Crack cocaine epidemic, an epidemic that ironically disgraced Mayor Marion Barry fell victim to.
As an example of the failure of Obama’s program, earlier this year a convicted crack dealer who left prison early as part of Obama’s mass release of federal inmates was indicted for fatally stabbing his ex-girlfriend and her two kids in Columbus, Ohio. The ex crack dealer killed his girlfriend’s 7 and 10 year old kids so they wouldn’t be witnesses. He was eventually arrested and charged, but a little too late for the family murdered.
The Youth Rehabilitation Act was meant to protect offenders under age 22 from being stigmatized for life because of youthful mistakes.
