Former Democratic National Committee interim chairwoman Donna Brazile stunned the nation Thursday, when an excerpt from her new book was published, in which she revealed that Hillary Clinton’s campaign had made an agreement with the DNC, technically giving Clinton an advantage over any other Democratic presidential candidate.
With the DNC having serious financial troubles, the Clinton campaign agreed to help the DNC out financially, in exchange for having direct input on hiring and spending decisions.
Friday evening, NBC news released a copy of the full memorandum, dated August 26, 2015, revealing deeper details into the agreement between the Clinton campaign and the DNC. (Scroll down to see a copy of the complete agreement.)
The memo is from Clinton campaign manager Robby Mook, and addressed to DNC CEO Amy Dacey. It begins:
“This Memorandum is intended to memorialize our agreement regarding the creation and operation of Hillary Victory Fund (Victory Fund), a joint fundraising committee of Hillary for America (HFA) and the Democratic National Committee (DNC).
“HFA is prepared to raise and invest funds into the DNC via the Victory. In return for this financial support, HFA requires the appropriate influence over the financial, strategic, and operational use of these JFA-raised funds.”
The agreement was to be effective September 1, 2015, with the Clinton campaign agreeing to transfer $1.2 million from the Victory Fund to the DNC on October 1, 2015, or as soon as funds are available.
The agreement explains that the DNC agrees to hire “one of two candidates previously identified as acceptable to HFA” for the position of DNC Communications Director.
It also states that, with respect to the hiring of future DNC senior staff, the DNC will only hire candidates “acceptable to HFA.”
The agreement also gives the Clinton campaign “complete and seamless access to all research work product and tools” once it has turned over the first $1.2 million in funding.
It includes a disclosure: “Nothing in this agreement shall be construed to violate the DNC’s obligation of impartiality and neutrality through the Nominating process. All activities performed under this agreement will be focused exclusively on preparations for the General Election and not the Democratic Primary. Further we understand you may enter into similar agreements with other candidates.”
However, many of the activities, hiring decisions, and “complete and seamless access” were to take place immediately after the transfer of the $1.2 million by October 1, 2015 – long before the Democratic Primary election.
NBC reported that the Sanders’ campaign later also signed its own joint fundraising agreement with the DNC, but never utilized it.
