New ISIS Magazine Recruiting Jihadists For Knife Attacks on Easy Targets

The Islamic State has now published the second issue of its new magazine, Rumiyah, giving graphic instructions to lone jihadists on how to create terror by attacking victims with knives and baseball bats, in places such as parks, alleys, beaches, or after-school sports events.

Details of the magazine’s contents, revealed by PJ Media, expose a plan to “terrorize an entire nation” by carrying out gruesome attacks in the most unsuspecting environments.   

The new magazine, published by ISIS’ own “Al-Hayat Media Center” is printed in several languages: English, Turkish, German, French, Indonesian, Russian, Arabic and Uyghur, and appears to be a monthly publication.  It is being distributed as a PDF document via Google Drive and social media.

In last month’s issue, PJ Media stated that the magazine instructed jihadists to target teens playing sports after school, or people selling flowers on the street.

In the second issue, lone terrorists are told to target small groups of people, or someone walking home at night, or someone walking alone in a public park, rural forest, in an alley close to a nightclub, or anyone out for a walk in a quiet neighborhood.   People walking near canals, riversides and beaches are also suggested targets.

ISIS said in the magazine that instead of the term “lone wolf,” they will use the phrase “just terror operations,” and call for “open-source jihad.”

The instructed jihadists to use baseball bats in addition to knives, and told potential jihadists not to be “squeamish of the thought of plunging a sharp object into another person’s flesh,” and said “any such squirms and discomforts are never an excuse for abandoning jihad.”

An article in the magazine told their killers to avoid kitchen knives, as they are “not designed for assassinations and slaughter and can cause harm to the user because of poor manufacturing.”   It suggests that the attacker could dispose of the knife after each use, as it’s easy to find another one.

One article says the attackers “need not be a military expert or a martial arts master, or even own a gun or rifle in order to carry out a massacre or to kill and injure several disbelievers and terrorize an entire nation.”

The magazine also gives recognition to the Minnesota mall stabbing last month.

PJ Media shares more from the magazine:

“Lest the operation be mistaken for one of the many random acts of violence that plague the West, it is essential to leave some kind of evidence or insignia identifying the motive and allegiance to the Khalifah, even if it is something as simple as a note pinned or attached to the victim’s body,” the terror guide adds.

Jihadists are told to plan their attacks in such a way that they “attain a reasonable kill count,” and to bear in mind “the more gruesome the attack, the closer one comes to achieving the desired objective” of inflicting terror.
