A new report from the Toronto Sun last week regarding Jihadists living in Canada warned that the country’s security agencies have “compiled the lists, (and) they have the names and have some sense of where the radicals are at. The only thing they haven’t done is charge them.”
CSIS Director Michel Coulombe testified in front of a Senate committee last March, stating that back then at least “60 Canadians were known to have returned home from going abroad to participate in terror activities.”
According to the Coulombe, “These included paramilitary exercises, receiving jihadi training, providing logistical support for operations and more. Basically, they went to terrorist training camp. Then they came home. ‘Ticking time bomb’ is the accurate phrase to describe this situation.”
It was revealed by U.K. Home Secretary Amber Rudd that Manchester terrorist Salman Abedi was actually known to authorities prior to his attack on Manchester Arena last week, possibly because he had recently visited Libya.
Last year, Coulombe said that 180 Canadians were abroad, engaging in terror-related activities. It’s unknown how many of them have since returned to Canada.
Despite the fact that they’ve been identified, Canadians jihadists are free to roam about the country.
Terrorism expert Alex Wilner, a Carleton University Professor, said that it’s tough to compile evidence of alleged terror acts that took place in foreign countries such as Iraq and Syria. And resources to watch them when they return home are limited.
Royal Canadian Mounted Police commissioner Bob Paulson made these shockingly naive comments to reporters last March:
“If we’re not getting the evidence, are we satisfying the safety issues by surveillance and other techniques while we collect the evidence or are there alternative ways of keeping communities safe by direct interventions with the individual or his family? In other cases, we’ve assessed that they’re back, they’re sorry, they’re working to try to get their heads straight and we’re relying on family members or other professionals.”
