US Immigration director calls for end of chain migration and visa lottery

In the United States, the term ‘chain migration’ is used to partially explain why legal immigration has quadrupled from levels during the 1960s.  Family reunification allows U.S. citizens and immigrants (Lawful Permanent Resident or “Green card” holders) to petition for visas for their immediate relatives.  In other words, the list of new immigrants never ends and one family member brings in another family member, and so on, and so on.

The Diversity Immigrant Visa program, also known as the green card lottery, is a United States congressional lottery program for receiving a United States Permanent Resident Card. The Immigration Act of 1990 established the current and permanent Diversity Visa (DV) program.   Approximately 50k people “win” the lottery each year.

With that in mind, the Director for U.S. Citizenship and Immigration Services (USCIS) Lee Francis Cissna wrote an op-ed for the liberal online newspaper The Hill Friday.  In the article he urges Congress to end Chain Migration and the Visa Lottery.

In his op-ed, Director Cissna called for a merit-based immigration system similar to the in the RAISE Act introduced by Sens. Tom Cotton (R-Ark.) and David Perdue (R-Ga.).

He writes: “Our immigration system is failing. In order to effectively protect United States citizens and promote their interests, we must pursue an immigration policy that recruits the best and brightest to our country. When considering who to invite into our country as immigrants, our nation should focus on people’s merit: their skills, education and what they can contribute. Not luck or lotteries.

By prioritizing the admission of immigrants based on factors like education and professional skill, we can maximize the beneficial impact of each immigrant on our society.”

I agree with the Director, 110%.  I’d like to add one other provision, and that is to lower immigration all together by a minimum of 75%.
