President Vladimir Putin recently made some very bold statements about the future of the world, and who will be ruling it, and why.
The development of artificial intelligence (AI) is a controversial subject. With many experts saying the development of such technology would be a mistake, Russian President Vladimir Putin has recently weighed in. According to Putin, whoever achieves the development of AI first will dominate the world.
Technology experts believe that one day, machines will be more intelligent than humans, a moment that futurists call “the singularity,” according to MIT Technology Review.
“A benevolent superintelligence might analyze the human genetic code at great speed and unlock the secret to eternal youth,” said writer and computer programmer Paul Ford. He muses that, at the very least, it might be able to correct an aching back.
The fear, of course, is that even with careful system design, humans may be unable to restrain extreme machine intelligence. Nick Bostrom, a philosopher who directs the Future of Humanity Institute at the University of Oxford, says that while he believes superintelligence could emerge and be great, he believes it could also decide it doesn’t need humans.
Elon Musk of Tesla had a similar thought. During the National Governors Association event in Rhode Island in July, Musk warned attendees that AI poses an “existential threat” to humans. According to Musk, AI is dangerous and must be addressed before someone creates it.
“Until people see robots going down the street killing people, they don’t know how to react because it seems so ethereal,” Musk said at the time. “AI is a rare case where I think we need to be proactive in regulation instead of reactive.”
Musk advised politicians that outperforming robots will take human jobs, and could even cause global wars.
On Friday, Putin was speaking at the national Knowledge Day during a working visit to the Yaroslavl Region. Addressing a group of students, he said the development of AI raises “colossal opportunities and threats that are difficult to predict now.”
He believes future wars will be fought by drones.
“When one party’s drones are destroyed by drones of another, it will have no other choice but to surrender,” the Russian leader reportedly said.
According to Putin, whoever “becomes the leader in this sphere will be the ruler of the world,” and he warned that “it would be strongly undesirable if someone wins a monopolist position.”
According to the Associated Press, Putin promised that Russia would share its artificial intelligence technology with other nations, when its developed.
