The Spokane County Sheriff's Office says brothers Jeison Ruiz-Rodriguez and Cesar Ruiz-Rodriquez threatened to k*ll someone and fired a gun outside an apartment complex in December. The brothers were reportedly heading to a court hearing to fight that felony harassment charge when ICE took action.
